Safe Night's Proactive Alliance Homeless Outreach model was recognized in an article published by the National Alliance to End Homelessness, which sheds light on how law enforcement agencies are vital allies in addressing homelessness nationwide. We discuss why law enforcement needs a formal model to empower officers with trauma-informed, empathy-based engagement. This method fosters individual relationships with community service providers, allowing for the co-production of public safety beyond enforcement.
“RTM is risk assessment for places. It’s a data analysis technique. And it’s a diagnostic tool. When used for crime analysis, RTM identifies environmental conditions that contribute to crime problems. Different crime incident locations can have common underlying causes. That is, events may be unrelated, but attractive settings for them may share similar qualities. RTM sheds light on why crimes pattern the way they do. It puts the focus on places, not people."
- Dr. Joel Caplan, Co-creator of Risk Terrain Modeling, Professor at Rutgers University School of Criminal Justice and Chief Operating Officer of Simsi.
Safe Night® utilizes Risk Terrain Modeling (RTM), an evidence-based data analysis, to identify the most relevant stakeholders to inform intervention strategies to address homelessness.
Safe Night® conducts a formal assessment of current municipal agency policies and practices. Together with the RTM assessment, our expert staff produces a recommendations report for the municipality and community stakeholders.
Safe Night® teaches the Proactive Alliance® relationship-based approach, a method that prioritizes collaboration among municipal and community providers and teaches trauma-informed, empathy-based engagement when working with people experiencing homelessness.
A successful unified homeless outreach and engagement strategy requires the participation of all relevant municipal agencies and stakeholders. Establishing team responsibilities and a strong understanding of resources are keys to success in a proactive and prevention-based outreach model.
Safe Night® can help communities identify unique challenges that impact people experiencing homelessness and show municipal agencies the benefits of implementing interdisciplinary coalitions to improve problem-solving for long-term outcomes.
We offer a variety of options, including:
